Create AR Invoice failed after multiple attempts

Content (required):

The data in the excel plug-in is replicated from a succesful REST service call with exactly same dataset. The process fails due to error: 'Row needs to have a valid parent row value assigned’ even though the child worksheet is linked to parent sheet ancestor column value is provided.  please refer to details of the issue with screenshots in the attached document.
