Adding Rule State to Answer Default report doubles every row for each answer.

I want to modify the Answers Default report that is a simple list of Answers to add the versioning and rule state information. When I add the Rule State of the answer to the report, it doubles each answer in the report. Why is this? I added this information to the report in 21C and had no issue with it, now in 21D it is doubling the answers in the report?

If this is related to there being multiple rule state records over time for a given answer and the join replicating a row for each rule state, that wouldn't seem to make sense an answer can only be in one rule state at a time and rule states are showing the same in the report.
