HR Specialist access to add an attachment to a Check-In

Content (required): Hello, we have received business requirements for a check-in that are as follows:
- HR Specialist adds check-in document for employee
- HR Specialist then adds attachment to check-in
I know you can add attachments to a check-in through the route of a questionnaire, however questionnaires are only available for the worker role and manager role.
How can we give HR specialists access to add an attachment to a Check-In?
