How do you handle reporting of late timecards?

Looking for either delivered OTBI report or suggested tables to use for retrieving late timecards based on 1st submission date.

I am on a project and they want to see if there is OTBI report for late timecards. I am the compensation lead and one of the WFC Plans deducts 10% for a certain amount of late timecards (per employee). Any thoughts? Note, I searched on CCC for Reports and Sharing but did not find anything. For more specifics, goal is to determine whether employee was late on a timecard submission (based on 1st submission date) during a 6 month period (January – June; July-Dec) and must include 1st timecard submission, even if a timecard has been deleted. Are there any delivered OTBI reports or other suggestions. Thanks!
