Can we add multiple eligibility profile to a check-in template?

We have a 2 criteria to be considered for a check-in template .
Criteria 1 - Exclude department (dept1, dept2, dept3) and include Legal employer (LE1,,LE2,LE3)
Criteria 2- Include department (dept10, dept11,dept12)
Wanted your thought on what is the approach and how these two criteria would be incorporated in eligibility profile so that check-in template would be assigned to correct group .
I created 2 eligibility profile and added to check-in template and required flag is unchecked for both . But its not working.
Please let us know if anybody has come across such scenario
