Talent rating is not appear for some employees

Content (required):

After managers submit the performance documents, the overall summary rating and comment suppose to be reflected in talent rating screen.

The rating field in the overall summary is not mandatory but the comment is mandatory.

For employees with rating the overall summary appear in talent rating but for others not.

Is it suppose to be like this?
