standard API to place invoice hold /fscmRestApi/resources/ doesn't seem to work for OTP/payment requests

error message: AP-810780 "You can't perform this operation because the invoice type isn't Standard, Credit memo, Debit memo, or Prepayment. (AP-810780)"
