Summary: Error in Expense Manager Approval Rule

We are facing issue with expense manager approval rule and came across a doc on metalink The supervisor or Job level does not exist Error After Manager Hierarchy Changes in HR (Doc ID 2569829.1)

Solution: Make sure there is no loop at top of the manager hierarchy.

Can anyone help me understand what " no loop at top of the manger hierarchy" means here?
