Cannot Assign/Create Performance Documents

Summary:

Content (required): Back in the beginning of Nov 2021 we had no issues assigning/creating performance documents for our 2021 annual performance cycle. Now, after the 21d patch, when I am doing some testing for our 2022 cycle I cannot get the performance documents assigned or created. I am running the Eligibility Batch Process and I no there was a change made to this process in 21d (Multi thread/ adding the review period parameter). '

I have attached a screenshot of the parameters I used and I have also attached the log file from the process that completed successfully, but did not assign or create the performance documents.
