Maintenance WO is not created after Service WO Charges is posted

Summary:

Hi,

Here is the steps I followed -

1. 1. Create a SR with IB asset
2. Create a Service WO with type 'Generic'
3. In Manage Charges and Estimates, add a entry for Labor, then click Post Charges
4. charge is posted successfully and SO is created like below screenshot -
5. When I check Maintenance WO in order to see cost record, I don't see any work order created.

Do you know what setups I need to check to fix the issue?

These setups are already configured. One thing I want to point out is that I use the same Inv Org as Maintenance and Operating Org.
