Query re: Employee Search Functionality when Manager Shares Goal

Update: confirmed the result is expected system behaviour via Oracle SR.

I have a query regarding the employee search box functionality when a manager is sharing goals with their employees, wondering if someone can clarify, please.

Manager navigates to his own goal, selects this, and selects Share from the Actions drop-down menu. Manager has 19 direct reports, 10 display on current page, the other 9 can be loaded by clicking Load More Items at bottom of page.

Manager doesn't use the Load More Items button, and deselects the automatic checkbox selection of all direct reports.

Manager wants to share a goal with a direct report that is part of the other 9 direct reports that are not currently visible on page 1.
