How to avoid triggering Salary Change LE for Programs/Plans not impacted by Salary Change?

Summary:

My client has several Programs. For some Plans under a Program are not affected by Salary Change (rate and or coverage is not salary dependent) but some are. We have the Salary Change LE set up as following - it will trigger anytime whenever there is a salary change. Is there any way for it to not trigger for Programs not getting affected by Salary Change? Any help or suggestion is appreciated.
