Performance Quick Actions Hidden

Why are most quick actions in My client groups - Performance, hidden?

When I navigate to My Client Groups: Performance, There are only a fraction of the quick actions displaying. Actions like Update Performance Tasks, Create/Cancel/Delete Performance Docs, and more are hidden. When I check the expression, it shows as the below:
