Filtered report should not reduce rows

Hi,

We have a report to be built in such a way that report should have 4 columns: Queues, Date Created, Time Created, Count of Incidents. In this report, we would like to have all the queues listed in the first column and whichever queue has incidents created those count should get populated in the 4th column based on incident status.

How to avoid filtering of rows in the report.
