Adding new plan to program that has two existing plans - error message on Option Limitation

Summary: We have added a plan to one of our programs that already has two existing plans. All of our plans in this program (including the new plan) have Minimum Number of Options and Maximum Number of Options that equal 1. This way, when enrolling in the plan, the employee must choose either 'yes' or 'no' (not both).

This new plan works fine for new hires, however, for those employees who are already enrolled in the two existing plans are getting an error message when making any changes or when attempting to enroll in the new plan. They are getting the 'You need to select more options to enroll in this plan. Select at least 1 options.'
