Need help to Trigger Notification if we Allocate Journey using HDL or Rest API

Summary:

We have a Requirement to Allocate Journey for more than 1000 employees using HDL or Rest API. Initially I used HDL (which I'm very familiar with) and noticed that the notification was not triggered. If I manually assign the Journey, the notification works (i.e., triggers Notification to Performer and Owner). I also tried to use the Rest API (which is new for me) I did find the allocate checklist template from Oracle document I followed the instructions but I'm getting an error "The action "create" is not enabled." For Rest API, I used Postman Application.

Can you please help me on how to trigger notification when using HDL (Need Sample Template) or if Rest API does allow to trigger Notification, I need the Sample Template for Rest API.
