Position has sufficient HC but still getting error as Insufficient HC.

Summary:

Hi,

We have a situation while converting pending worker to employee where we are getting error for "Insufficient HC'. After increasing the HC of the position still the error is coming.

When checked further we found candidates whose status is 'Offer - Withdrawn' but were not moved to HR. Can anyone help in understanding that for withdrawn offers also HC is considered occupied.

Ideally if offer is withdrawn, HC should be released. But it seems that is not the case. Please help in understanding this scenario if anyone has faced similar case.
