Adjustment is applied twice in Charges

Here is the test case -

Create a subscription for asset#100. In the subscription, 10% is specified for labor and expense.

In WO charges, 10% is applied twice for Installation like below.

I verified that I only have 1 subscription which covers asset#100. Therefore, I should only expect 10% is applied one time. Do you know why 10% is applied twice?
