user unable to select participant feedback respondents

Hello,
We're using participant feedback on performance documents, however the user is not able to find anyone when selecting the participant. We're probably missing something, but don't know exactly what.
This user is able to find every colleague in the directory, sees public info and is also able to view and provide feedback to eveyone. In the custom employee role we also added the following REST services (in addition to privileges needed to view Performance Document, Feedback etc):
But still we're not able to get the employee list from the "select participant" value list..any other suggestion/tip to solve this issue?
