Feedback visibility option clarification

I would like to understand the functionality of feedback visibility option for managers available in system while providing feedback to any employees. Below are options available.

--- Managers Only

--- Managers and the employee

If visibility is set to "Managers Only" then does this mean Line managers hierarchy of employee to whom feedback is provided or all managers who has line manager role in the system?

While testing in 22B feedback is visible to all the managers in system and line managers hierarchy . Even its visible to employees as well. Is this expected behavior ?

Navigation Directory>Search Employee> Feedback tab> Add feedback
