Conversion Issues - Designate Dependents/Beneficiaries

Summary:

Hello,

Struggling w the designation actions during conversions. Not all the employees have designated dependents in the legacy system.

If I set to designate dependent but do NOT make it required, the system does not open to pick dependents at all.

If i set it to required but NOT suspend-able, then I can add them. However, Manage Action Items process won't remove for those who have a family option but no dependents to load from legacy system.

If I set to required and suspend, I can add. Manage Action Items does not remove the suspension.

Any suggestions to get data loaded and clear out any action items??
