System not showing any plan from self-servcie

Summary:

Employee unable to enroll into plan as it's not appearing any plan.

Content (required):

When we add protentional life event through administrator for that particular employee then employee is able to enroll through self service. Otherwise employee have not showing any plan,

So now if we want to initiate this for all staff then is there any request available ?
