Restricting Hiring Managers to just create Offer in Offer Phase

Summary:

Is it possible to disable the create job offer option for hiring manager in the Shortlisting and interview phase, so that they can only create the Job offer in the offer phase only?

Currently Hiring Managers can create job offer in the Shortlisting - To be Reviewed phase also.
