Fast Formula to End Rate on pay period end date

Our requirement is to end a rate on the last payroll period end in a month when the person turns 62. I've written a fast formula that determines the last day of the month and then uses that date to determine the nearest payroll period that contains the end of the month. From there, we'll subtract 14 days to get the last payroll period in the month. It runs fine in the formula modeler in Evaluation and Reporting, but when we evaluate the life event in enrollments, it returns an error on the last line of the
