Have participant role in document without participant feedback

Hey Team,

Is there a possibility to have participant role access a particular section in the document which employees/managers cannot access , so we don't want manage participant feedback as a task because that task is visible to both Employees and managers or either of them. We want HR directly to be able to add a participant., I tried to load a participant through HDL but even then employees/managers are able to see manage participant feedback task. We don't need that ability.
