Overall Summary Rating - Is there a method to use a decimal range?

Summary:

We have three sections on our PDs: Performance Goals which is 60% of the Overall, Competencies & Behaviors which is 40% of the Overall and of course the Overall Summary section which is a sum from the PG & C&B sections.

Case Scenario is Performance Goal section is 1.65 and the Compentencies & Behaviours is 1.68. That means the Overall Summary would be 1.662 ((1.65.60)+(1.68.40)) and rounded is 1.66. Our ratings are 1, 2 & 3. Currently the Overall Summary would should that Overall Summary rating as 2(1.66).

We are after a range to establish the Overall Summary that being 1-1.69 = 1, 1.70-2.69 = 2 & 2.7-3.0 = 3.0. In the case scenario the 1.66 should have been an Overall Summary rating of 1 and not 2.
