Required One-time Address fields on Requisition page

Hi,

While creating a requisition using the one-time delivery address We have enabled the Address line1, City, and postal code as required fields using sandbox (UI customization) (Not via Manage Address formats task page).

Though we are enabling these required fields via the sandbox and were expecting it to be independent of other module pages. It is still reflected in the finance module pages like while creation of customers or remit-to-address.

We wanted to know if we can make this field enabled restricted to the requisition page, not affecting anywhere else in the Oracle application. Please help with your suggestion on how can this be achieved. Attaching the screenshots for reference.
