Are Goal Details Viewable in Manager's Notification Bell Notification?

Summary: Can a manager click on the notification bell icon and see all of the employees goals then approve from that notification? As of now the notifications are blank or not showing the goals in full. I have advised managers to navigate to My Team - My Team – click on the employees name – left hand side click Show More – Goals and from there the manager will see the full goals and can approve.
