Unable to search for assignees in the Performance Document

Hi,

I ran the eligibility batch process (department) and the log said that the performance document got assigned to all the 100 employees in the department. However , when I go to the Performance Document page as an implementer and try to search using the department name, I'm greeted by blank. Does anyone know the fix?

Does logging in as an implementer (as against HR Specialist) not allow viewing the document?
