Manager Rating Read Only but allow Admin to change rating

Summary:

Freeze overall rating for managers, but allow the performance admin to make changes.

Content (required):

We have a requirement to make the Manager Rating Read Only at a certain point in the Year-End cycle. I can accomplish that with a page personalization, however the Admin would still like to make changes to the rating during this time. Any suggestions?
