Screen is no longer relevant but is still showing up, why?

I have a screen that is set to show if relevant otherwise never. When it is relevant it shows up and the user can use it as expected. If the user changes his/her mind and goes back to previous screens and makes changes such that the screen is no longer relevant, it continues to show up. Why is this? I've checked all the rules and the values in the debugger and the screen is marked as not relevant correctly.
