Steps to replicate

1. Create a Requisition using requester/user that was not included on the Approval group to be use

2-line has attachment

3. Submit Requisition

4. Log in as one of the Approver included on the approval group

5. Approved the Requisition

6. Error box with message of "An Error occured. Contact your help desk (FND-2) " displayed
