Employee Comments can be seen before self-evaluation task is submitted by employee

Summary:

We have an issue where employees make comments during self-evaluation and do not submit the self-evaluation. The manager can see these comments even though the self-evaluation has not been submitted.

However, Oracle documentation tells us the opposite should be happening:

We have the Self-Evaluation and Manager Evaluation tasks set up to occur concurrently in the Performance Process Flow. We have tried turning this function on and off - testing both times - but the employee comments remain visible by manager regardless of self-evaluation submittal status.

Has anyone run into this issue before? We want to complete the following:

1) Allow Self-Evaluation task and Manager Evaluation task to occur concurrently.
