Cancelled pipeline requisition issue

Hi,


Scenario: The pipeline requisition #14488 is linked to standard requisition #17488. We cancelled the pipeline requisition #14488- now this doesn't show up in the Linked requisitions of #17488. 

Issue:

1. I am trying to link a posted pipeline requisition 14490 to 17488- I don't see an option to link the requisition.

2. Unable to change the flag "Allow candidate to apply when not posted" from No to Yes either manually or using HDL.
