SMS - Opt In

Does anyone know how SMS sends Opt In messaging?

I am currently implementing "Other Provider" for SMS Messaging and am in need of understanding how Oracle Recruiting provides an Opt-In Message for the following:

Scenario 1

1. Candidate accepts the "Terms and Conditions", then clicks Next.
2. The desire would be to have the Opt In go out upon Next being Clicked
3. I am not finding any such message in the Content Library

Scenario 2

1. Candidate applied using the Phone Number as the Primary Contact method.
2. Candidate changes mind, goes to Career Site Profile and updates to email.
3. Candidate changes mind in the future, goes to the Career Site Profile and updates to Phone Number
