How to get Rate value in Post Election Edit Rule in benefits fast formula

I have a requirement to get Rate value in the fast formula (Post Election Edit Rule) as there is no DBI for benefits rate value

I have created a value set to retrieve rate value in the fast formula but it is not returning any value.

Also when i check the value set logic in Data model it is returning value.

Could anyone help to get the rate value when employee is entering the value at enrolment.
