Unable for workers to proceed with the Worker Self Evaluation - Perf Document Status Not Started

Summary: We have launched the Annual Evaluation and see that for a specific population, the document status (OTBI Report) states "Ready" and they can continue with the Worker Self Evaluation Task. Some employees cannot proceed with the evaluation and it says 'Not Started'. Not sure why this is happening only for a few, manually canceling and deleting the document and creating it again resolves this issue.
