Unable to delete the enrollment configuration for LE at Plan Level

Our previous organization had configured all the enrollments at the Plan Level instead of program level. Due to which,it causes a lot of issues as every changes need to be replicated in all plans instead of doing it Plan type level in Program for each Life Event.

As part of standardization,we want to delete the plan level config and move it to program but we are getting the error that it has "child rows". Is this due to the fact that there are Employees enrolled in the plans ? If that's the case is there no way we can standardize it other than creating a new program and moving the Employees?
