Manual Routing Plan: How to set precedence of activity assignment based on an activity field?

Summary:

For activities with the same location but different values of a specific activity, we have multiple filters to check each possibly value of the specific activity field and add those filters in the routing plan. OFSC support indicated that the sequence of filters on the routing plan will not be a factor how activities are assigned. We also chose different values of "Cost of not assigning an Activity" and/or "Late arrival penalty" for each filter. However, with the same field resource, the routing plan assign activities in random order on the route.

We would like to know how we could define the activity assignment sequence based on a specific activity field's values in manual routing plan. Please see the attached screen capture. For activities with the same lat/long, we expected the activities are assigned to a single resource in the order of 1E, 1P, 4H, ND and then PL. However, the routing plan assigns the activities in random order. Each run gave different sequences.
