Contingent Worker apply as external error

Contingent Worker apply as external error

We have applied the settings so contingent workers are treated as external. But when the CW applies on the external career site with their work email address they get error 'Your application couldn't be submitted. Try again.'

Have tried terminating the CW first but it still gives same error when they apply.
