Change Requisition Status to Incomplete

Summary:

Need to change the PR status to Incomplete using REST/SOAP

Content (required):

For integration purposes we need to change the PR Status from "Rejected" or "Returned" to "Incomplete" using REST API or SOAP Webservice.

The reason is we can not make any updates to the PR or Submit it for Approval unless the status is "Incomplete".

Whenever we try to update the PR in "Returned" or "Rejected" status we receive the following message:

You can update only incomplete requisitions. (POR-2010870)
