while transferring a performance document to other, can we restrict the options to manager role?

Summary:

The client likes the functionality to transfer the performance document to other managers but wants to ensure that only managers are allowed to be selected off the dropdown. Currently it's possible to select any employee/contractor with/without manager security role. Can we do something so that only people with Manager roles are available to be selected in the manager dropdown while transferring?
