While loop is not returning any value in Post Election Edit Formula

Summary:

I'm trying to loop back person's enrollment and fetch benefit amount or coverage amount of enrolled plan/option

plan name is 'Sell Holiday (Sept)' and option name is 'Sell Holiday (Sept)' and then add it with the benefit amount of currently enrolled plan but the while loop is not returning any value.
