If Performance template configuration says Yes "Enable section Comments" why do we have to use Page

Summary:

We have our Performance template configured to include Section comments for Overall Summary section, but it did not show. We had to use Page composer for it to be visible. We had not use Page composer previously to hide it.

Content (required):

We have the box checked under comments for "Enable section comments" for our overall summary section of Performance document. The box was not visible when we created a document. After further investigation we went into Page Composer and made it "Visible". Once we did that we could see it. We have not made this not Visible in the past so not sure why we had to use Page Composer to make it show. I would have thought that by clicking on the box with in the template that it would show.
