Newly created performance document not showing in the 'process mass action for performance document'

Hi Guys, I have Newly created a performance document but when Im going to the 'process mass action for performance document' work area and selecting 'create performance document' but the document name is not in the list

I have created a 'AW Star Review V12', which is assigned to employees already(as below)

but its not available to select in the process mass create performance document work area?

any ideas would be a great help
