One pending goal prevents approved goals from being on performance document

Summary:

We require managers to approve their direct reports goals once submitted. Lets say an employee has 5 goals - 4 of them are approved, while 1 is pending approval. We are noticing that just 1 goal in a pending approval state will prevent all of the goals (even the approved ones) from making their way to the performance document.

I understand that pending goals will not be sent to performance documents. But shouldn't the approved goals? Is this expected behavior?
