Unable to edit project costing details in Purchase Requsition/IMT

When I am creating Purchase Requisition with destination type as Inventory or creating an internal requisition, project costing section is getting grayed out. We can only enter project details for destination type as expense.

Do we need to do any setup to enable this or is it the standard functionality?
