Can I create Time Card elements if Time and Labor arrives at a later phase?

Our client will only be implementing Time and Labor in Phase 2 (because of an integration with a third party) while Payroll will be in Phase 1.
80% of the employees that will be paid in phase 1 are hourly employees. That being said, can we create Time card elements now and pay with these elements now knowing that Time and Labor will come later ?
I would not want to create the elements as 'Standard' as we would have to recreate them as 'Time card' later.
If we create them as 'Time card' now, are there any impacts or issues your for see in the processing of payroll?
