Viewing Performance Documents as Skip Level Managers - Configuration?

Summary:

As of right now I've noticed that second level managers can see goals however, they cannot see or add performance check ins for indirect reports and their managers. We have valid use cases for that functionality. Is that a configuration and if so, where?
