Provide Feedback while approving performance document

We have a requirement where we want the manager's manager to provide feedback while approving the performance document. We tried using participant feedback last year, however, it didn't work great for this requirement. We realized that participant feedback had to be requested and complete prior to the manager's submission. We would like our manager's manager to provide feedback while they are approving the document.
